Cassandra Mitchell is about to be married at Battersea Bluffs, her family’s coastal Victorian mansion. But before she can walk down the aisle, a powerful storm descends upon Cape Cod. In the wake of the storm's destruction, three-year-old Lucas Kleister goes missing and Cassandra discovers the body of small-time drug dealer Lee Chambers in a local dumpster. Now the Whale Rock police are faced with a murder, a missing child and the aftermath of one of the worst storms in recent memory.

While Cassandra helps with the cleanup and shelters the displaced, the specter of a local legend surfaces. Can the story of the mysterious Barnacle Boy—who died in the wake of a storm decades ago—help Cassie find Lucas and unmask a killer? Or will history repeat itself…with tragic consequences?
